The CSA deploys military grade drones, dubbed “Combat Shells”, carrying copies of elite special forces agents. Even AGI AIs can't match a human's prowess and ingenuity - skills evolved over millions of years in the most competitive Darwinian hell.

They are upgradable with salvaged cybertech, as well as disposable and deniable, with no way to trace them back to the Agency. Used to clear out office buildings, factories, laboratories and bodyhacking operations, they disrupt criminal corps even if they fail, with more always waiting to be deployed.
